Community Perceptions of Adaptation and Mitigation Practices for Tidal Flooding in West Banjarmasin District, Banjarmasin City, Indonesia

Abstract
Tidal flooding is a recurrent hydrometeorological hazard in Banjarmasin City, Indonesia, driven by sea-level rise and the city’s geographical setting, which is directly influenced by the Barito River Basin and the tidal dynamics of the Java Sea’s tidal dynamics. This study aims to analyze community perceptions of tidal flood adaptation and mitigation and to examine the relationship between educational and income levels on community adaptive and mitigative capacity in West Banjarmasin Sub-district. A quantitative descriptive approach was employed through a survey of 100 households. Data were analyzed using descriptive statistics, Spearman’s correlation, and a scoring method to classify adaptation and mitigation levels. The results indicate that the community demonstrates positive perceptions of both adaptation and mitigation, with 97% of respondents classified in the high category. Spearman’s correlation analysis reveals that educational attainment is more strongly associated with knowledge, understanding of tidal flooding, transparency of information, and verification of information, whereas income level is more closely related to job continuity, preparedness, and environmental monitoring activities. Overall, 97% of respondents were classified in the high category and 3% in the moderate category for adaptation and mitigation capacity. These findings suggest that the community possesses a relatively strong capacity to cope with tidal flooding. Nevertheless, respondents with lower educational attainment and income levels exhibited comparatively lower capacities. Therefore, enhancing disaster literacy, strengthening community preparedness, and improving local economic capacity are essential components of tidal flood risk reduction strategies in Banjarmasin City.
